Program Offerings
NSTS offers both after-school and summer programs for teens in Norfolk.
After School Program
The Next Step To Success after-school program, a free program for teens, begins in September and offers rolling admission for youth to join at any time.
Youth are picked up from their middle or high schools and transported for free on NSTS vehicles to Blessed Sacrament Catholic Church, the program location. The church’s address is 6400 Newport Avenue in Norfolk.
After-school activities and youth social development include homework assistance, extra-curricular activities, visual and performing arts, and a catered dinner Monday through Thursday. Fridays are reserved for off-site activities, as part of our free youth programs. At the end of each day’s program activities, youth are provided free transportation on NSTS buses back to their homes.
Summer Program
The Next Step To Success Summer Camp, a free camp for low income families, runs from late-June to mid-August, full days from Monday through Friday, at Blessed Sacrament Catholic Church. Daily summer youth activities focus on promoting each teen’s social, emotional, and educational development with a strong focus on building their skills in the areas of resilience, grit, growth mindset, teamwork, leadership, written and oral communication, problem-solving, and decision-making.
Having fun, discovering new hobbies, and making new friends are top priorities in our summer camp. We want youth to have a great time during their summer break in a safe and nurturing environment that supports their overall development. Youth will have numerous opportunities to participate in a wide variety of on-site and off-site programming which help develop life skills for youth. This includes cooking classes, STEM, visual arts, wooden boat making, modern dance, photography, music, gardening, sports, as well as weekly field trips to colleges, cultural institutions, and other sites of interest.
NSTS provides free transportation for campers, as well as a light breakfast, lunch, and snack daily.

Who is the Program For?
The NSTS program is open to boys and girls, ages 13-18, who are permanent residents of Norfolk. Eighteen-year-olds must be in high school. Youth must meet eligibility criteria including Norfolk residency and meeting family income guidelines. *
*We reserve the right to request evidence of family income. We realize every family’s situation is unique, and we do review special cases. At the discretion of the Site Manager, special cases will be reviewed.
